Somebody was asking last night (can't recall who) when football fans in England stopped wearing a jacket and tie to matches. So I looked. In the 1920s, vast majority wore shirt, tie, waistcoat, overcoat, plus cap / hat.

By the 1930s it was shirt & tie, jackets, lots of hats but slightly fewer, ditto waistcoats. But some ... (a few) ... WOMEN!
By the 1940s, the shirt, tie and jacket is still de rigueur. But the hats are largely gone. Women *slightly* more apparent. Some chaps even going tie-less and open-necked. WOAH!

So to the 1950s, and yes this is trendy north London Gooners, and yes, the women are prominent, and the hats largely playful / comedic. But for the blokes, it's still shirt & tie & jacket.

Obviously the 1960s was still shirt, tie & jacket. *That* famous Panorama about LFC and The Kop from 1964 tells us that. (). But do did Man City at Wembley.

So *I think* the answer is the 1970s. That's when, largely, English football crowds stopped being primarily men in shirts & ties and jackets. And became primarily men in denim, and flares, and fighting.
