Presumably they’re using Microsoft’s compiler for Windows and Apple’s for the M1. I wonder how the two compilers compare at AArch64 code generation. https://twitter.com/scriptedpixels/status/1338912172290826240
Hmm, Visual Studio has supported Clang/LLVM for some time, hasn’t it? I wonder what Microsoft’s internal benchmarks are showing for their compiler’s code performance compared to Apple’s optimized LLVM.
You can use VS to cross-dev to Linux, which is… odd. https://devblogs.microsoft.com/cppblog/visual-studio-code-c-extension-arm-and-arm64-support/

I haven’t used Visual Studio to cross-develop for anything since I was working on a Symbian C++ app for Nokia S60 phones for a startup in 2004. They had remote GDB and a Visual Studio plugin for their Nokia S60 simulator. I think Nokia/Symbian also had CodeWarrior, then Eclipse?
