Fair's fair - GM business concerns very likely only made headlines because @AndyBurnhamGM kicked up a major fuss about it. He did what he's meant to do and batted for his city-region, and he doubtless knew that national media too often only leads on somnething if it's a row.
But are business concerns headline news 'only now' when London hits Tier 3? No. No they are not.
