..unbiased. Also learning multiple languages in schools is no barrier. Multi-lingual people have much wider understanding of the world around. Nor is it a barrier for literacy or performance. The best for example in India come from Southern states where most can't speak Hindi.
What I meant above is speaking the Lingua franca or the national language without absolute perfection isn't a barrier either. What matters is people should be able to communicate properly.
South Indians speak little or no Hindi yet are the best performers in literacy in India.
