There's a research paper called "The Perfect Colonizer".

It explores how the early settlers to the USA used to always include alcohol (as a "gift") to the native Americans every time they made a land or arms deal.
The idea behind this was that the settlers knew the strength of the native Americans lied in their unity of tribes when it came to standing against the settlers.

Introducing them to alcohol was a calculated move on the part of the settlers.
The move was designed specifically to cause rampant alcoholism among the tribespeople.

Why?

Because alcoholism impairs judgement and also cause infighting (it's obviously a reductionist version of the scientific reasons but the social ramifications remain the same).
With alcohol introduced to the tribes, it caused troubles within the tribes as well as disagreements and fights between other tribes too.

Divide and Conquer.

With the tribes busy fighting each other, the settlers were able to capitalize on this fragmentation.
They sold arms and took sides, fought battles and easily won against the tribes. Now alcoholism wasn't the sole reason for this but it did play a very important role in the process.

This the alcohol was dubbed "The Perfect Colonizer".
This method is used still to this day.

In 2002, when Israel seized the broadcasting networks in Ramallah, the first thing they did was broadcast pornographic films 24/7 on three of most prominent TV channels.
The idea was to demoralize youngsters from fighting in resistance against the Israeli government.

Similar thing happened during the Reagan presidency in the US.
His administration along with the CIA played a vital role in introducing Crack (cocaine mixed with water and baking soda) to African American neighborhoods.

This was to quash the neo civil right movements and the Black Panthers as well.
The CIA was in complete control of the cocaine shipments in the country because that's how they funded the Nicaraguan contras in the 80s.

Most governments use similar tactics to this day as a means to suppress dissent.
