What’s interesting about this is I don’t know of any legally determinative authority for whether they vote by seat or by delegation. The last 2 times they did it, they voted by seat, but the language in the Constitution would seem to suggest it should be by delegation. https://twitter.com/shipwreckedcrew/status/1338660338510675968
It would take a deep research dive to see if the House ever got or performed a legal analysis of this. I think it’s likely they voted by seat the last two times simply because that’s how they vote on most things & they didn’t consider whether that was correct for this purpose.
