It’s incredulous. Classic Zenz, pointing at street signs in Xinjiang and saying “what if forced labour”. This paper merely just describes the cotton industry in China and says “what if this was all coerced” but provides not evidence beyond his own supposition.
His main evidence is literally this: more people in Xinjiang are being given jobs in the textile industry. That’s it. He then twists this into something sinister.

Oh that and workers all wear uniforms at work and their managers check efficiency, as if the Chinese invented this?
