Apparently there is a company launching next year that will allow authors to pay other authors for blurbs. That’s not how it works and is clearly designed to take advantage of new authors. Do not pay for blurbs, ever.
Most authors are happy to blurb if time allows. We were debuts once, too. Yes, it’s icky to ask for them. No, Jojo Moyes and Jennifer Weiner and Stephen King probably won’t blurb your book, but you won’t be able to pay them to do it either.
The best way to get blurbs? Cheerlead for your fav authors on social media. Interact with them in a non-creepy way. Make friends with authors at the same spot in their career who write similar books.
And sometimes just sending an email to your favorite author and asking does the trick too. But do not pay. No author I know would accept money for this.
