As long as response remains reactionary to #displacement, rather than preventive (in addressing the root causes of forced displacement) the need for people to flee certain situations (drivers) will continue and unfortunately, not necessarily meeting with a durable solution.
Not to mention, consider all those displaced who don't fit the criteria and aren't considered under the protection of the current #refugee regime.
Reactionary response to forced displacement will keep the 'refugee' figure/forcibly displaced existent and with that the need for protection and/or humanitarian agencies.
