Who doesn’t like a little holiday surprise? @iopartnership has been working hard on a series of data sets we call "Baselines". The aim of these meta studies is to offer a high-level view of the field researching and countering influence operations, what’s being done?
This week, we are releasing the first of these: Survey on Countering Influence Operations Highlights Steep Challenges, Great Opportunities by Victoria Smith and @natalierthom https://carnegieendowment.org/2020/12/07/survey-on-countering-influence-operations-highlights-steep-challenges-great-opportunities-pub-83370 featuring input by @KeirGiles @geyshapaola @etbrooking + @joinson
Next up is “Mapping Worldwide Initiatives to Counter Influence Operations” a coded data set of 460 initiatives researching and countering influence operations around the world: https://carnegieendowment.org/2020/12/14/mapping-worldwide-initiatives-to-counter-influence-operations-pub-83435
And last but not least, is “Countering Influence Operations: A Review of Policy Proposals Since 2016” by @_kamyayadav, which explores 84 policy proposals by 51 organizations: https://carnegieendowment.org/2020/11/30/countering-influence-operations-review-of-policy-proposals-since-2016-pub-83333
Over the coming months, we will release two more tranches of Baselines. The next will focus on industry, exploring platform interventions and policies – but as a spoiler see Disinfodex, a catalogue of industry take downs: https://disinfodex.org/
The final data set in our Baselines series will look at the known effects of influence operations and the effectiveness of countermeasures, both being completed by our friends at @ESoConflict
For anyone concerned about our decision to share these data sets publicly, we’ve opted to follow the principle put forward in this paper by one of our advisors, Jacob N. Shapiro: “Is this Paper Dangerous? Balancing Secrecy and Openness in Counterterrorism” https://esoc.princeton.edu/publications/paper-dangerous-balancing-secrecy-and-openness-counterterrorism
Hoping you enjoy these - it has definitely been interesting pulling them all together! A big thanks to our team for all your continued hard work - especially @JonKBateman and @PerkovichG who kindly review each and every last one of these.
