To create a code this complex requires a specialized skillset. Where best to hone that than in a field where coding and decoding is done? Also, he likes to watch. He'll want to be in a position where he can keep a close eye on investigators, mess with their heads, and play god.
I say that because this is clearly a game to him. He enjoys the challenge of fooling people into thinking he is exactly what he's not. Because of that, I'd guess IRL he appears very unlike or the exact opposite of how he portrays himself in his letters and clues.
In person, he's likely bright, quiet, friendly, and successful, although, people close to him likely find him a little odd. They may write him off as "eccentric" or "socially awkward." But he's a nerd so that makes sense to them. His eccentricities will have increased with age.
As arrogant as he is, I'd guess he's still alive, because I'd expect him to reveal himself in a final coded note publishing the names of all his victims. Either that, or he'll get a sick kick out of the idea that people will still be trying to ID him, even after he's gone.
Either way, God knows who he is.

He will get justice.

And he will never see "paradice."
Also (and I know a lot of people will think this sounds crazy), but it wouldn't surprise me if he is a she. The way he changed up weapons is odd to me, although it could simply indicate that his main entertainment was drawn from fooling cops, not from the killings themselves.
This whole case is one gigantic mind-game.
