Mission was to establish a competitive pay and give recommendations on how to get there.

Identified $60,000 as competitive average teacher salary in the state - substantial increase of currently $53,000. Would rank Indiana third in midwest.
Report has 37 recommendations - for districts and the state.

Smith says one silver bullet - instead a full menu of options. Some things might help one district but not another.
"We fully recognize that not everyone will like every one of our recommendations," he said.
