It's very hard to know what's going on in the board rooms and bureaucracies, but it's hard not to speculate.

Were there fears the project would get an unfavorable decision?

Was this a political move to deny an obstructionist administration the PR win of announcing approval?
All speculation, by the way. All mine.

The people who know what is going on haven't talked to the press about it.
Regardless, for my money, the most important question is now this one: how binding is a ruling like this one?

Can a new Biden Interior Secretary simply reverse it?

Does Vineyard Wind have legal recourse to insist this is unjust?
