In 2019, the Government of India announced the Central Vista Redevelopment Project. The project includes the construction of triangular Parliament building, common Central Secretariat and revamping of the 3-km-long vista or Rajpath.

Congress had boycotted the stone laying ceremony of the new parliament building while in 2012, its Lok Sabha Speaker Meira Kumari had approved the project saying that the issue should be given top priority.

The "old/present" Central Vista was designed by Edward Lutyens and Herbert Baker. Its construction was started in 1921, and complete in 1927. The opening ceremony, which then housed the Imperial Legislative Council, was performed by Lord Irwin, Viceroy of India in Jan 1927.

It was not planned for a bicameral legislature.
Following the end of British rule, it was taken over by Constituent Assembly of India which was succeeded by Parliament of India once Constitution of India came into force in 1950.

WHY THE NEED TO REVAMP?
BECAUSE DELIMITATION.

Delimitation is an act of redrawing boundaries of Lok Sabha and Assembly Seats to represent changes in population. In this process, the seats allocated to a state may also change. The objective is to provide equal representation for equal population segments.

"The number of Lok Sabha seats has remain unaltered at 545 based on the delimitation carried out on the basis of the 1972 census. It is likely to increase after 2026 as the freeze on the total seats is only till 2026."
- 117 page affidavit said.

So when the census figure will be available after 2026, a fresh delimitation has to be done which will alter the present arrangement of seats allocated to States.
So, New vista increases the capacity of Lok sabha, Rajya Sabha and Joint Session to 876, 400 and 1224 members.

The theme of the new parliament will celebrate "cultural diversity of the country"

Pandemic is not over but we have now accepted the new normal long ago. Protests will keep on happening some day or the other, but short term challenges should not hamper the long term planning of the country.

Let us all wish that the new building will have more of sensible politicians (and not criminals) who think about the welfare of the people and the nation and not of their own.
Let us all wish that the new building will be free from corruption.
