Some 'progressives': It's regressive for you to give the worst off an option that would let them get out from the trap of conditional and means-tested programs, unless you make them work in government programs for it.

Progressive is supporting eradicating means testing and conditions to guarantee the benefits as a basic right.
Some people who will then qualify will benefit more than others that currently qualify, and that's fine.
Trapping people with conditions and means testing is regressive.
Health care and sufficient income to live must be guaranteed as a right, not designed to punish when ppl make more money (clawback), marry (losing benefit because you get married), etc.
Erasing clawback will benefit some ppl who currently make a bit more money and that's fine.
