There are only 3 options, the 2nd of which is problematic from a legal perspective b/c of last season.
1-the season goes forward under the 2019 rules without any changes b/c that's what's in the CBA
2-the commissioner cancels the season due to national emergency
3-negotiate

The Commissioner's office obviously believes delaying #3 somehow gives them leverage, but I don't believe it does. It just makes players angry & team executives anxious. There are a lot of things that are of mutual interest, like the universal DH that they can resolve easily. 2/x
The sooner those are out of the way, the sooner they can get to the more complicated issues like expanding the playoffs and sharing TV revenue from expanded playoffs-perhaps those things cannot be resolved at all b/c they are too fraught. Thinking delays can force what the 3/x
Commissioner wants WRT those 2 later items is not true. It just makes everyone feel more pressure during those discussions. MLB needs to lower temperature, not raise it, in order to get a deal that everyone can live with.
I'm sure I will write a lot about it in the future. /end
