At a basic level you can think of the Organization Department as a national staffing board. It selects and fills leadership positions across key sectors of the society - from administrative to industry to media to academic - according to the goals and directives of the party
An analogy to think of if such an organization existed in the US, that would appoint leaders everywhere from state governing positions to executives of Walmart to editors of The NY Times to the president of Harvard
This function was borrowed from the Communist Party of the Soviet Union and its nomenklatura method but adapted to China, and in many cases has much more extensive powers than even what existed in the USSR
So through this, the party can act as a true vanguard, effectively controlling the highest levers of both the economic base and the cultural and political superstructure of the country to guide China along the course of socialist development
What many see as âliberalizationâ in the last few decades was effectively a surface level mirage to attract foreign capital and technology transfer. When you pull back the layers, you see a country that remains directed along the lines of a Marxist Leninist mode of operation
