I doubt this. Norms of innovation, tolerance and democracy are far more developed in the west than elsewhere. The only threat to the western model of development is its far right and the far left. Far Right doesn’t understand the importance of inclusion for growth, while the far left doesn’t understand the progressive exceptionalism of a bourgeois capitalist society.
Back in the 1980s-90s there was this whole hysteria in the west about the rise of Japan. Japan did rise, but then it stunted, and one “Womenomics” is seen as one of the ways through which economy of Japan can be boosted. https://asiapacificcurriculum.ca/learning-module/womenomics-japan
