The thing about active transportation is that we know how to do it right. The solution is money and political will. Hopefully that paragraph quickly leads to money.
I believe this is the correct way to describe what is needed for Active Transportation.
When Andy was first elected we had a long chat about this issue - cities incur the construction & maintenance expenses and take perceived political blowback
Meanwhile the benefits of better health and economic productivity flow quickly to the federal and provincial governments, without any involvement in the political decision. It's like the stereotypical rentier capitalist retired on a beach in Florida.
So, what I told Andy then, and what I will say again today, is that the federal government should open up the taps. Bike lanes are cheap, and it's hard to waste. So put so much money on the table cities would be foolish to not spend it rapidly.
Put a few restrictions in place, like ensuring the money is spent on protected bike lanes and not on paint or sewer laterals, but that's it.
The best part is that if cities build their bike lanes faster, they more quickly gain the network effects required for people to come out in droves. So, turn those money printers on and get to work!
