If the shooter is allowed to stutter their run up (which draws the GK into reacting early and creeping forward), then the GK should be given some breathing room to move forward in their save attempt.
That way, GKs who don't mean to encroach aren't punished.

Too often a GK is punished because their trailing foot is a pixel off of the line.
As someone who's been in similar situations before, I'm certain most GKs don't even know they're encroaching. They're just trying to set themselves in order to attack the shot at a forward angle.

To be clear, I don't believe the encroachment rule should be abolished. The rule has to exist to prevent GKs from going crazy.
But tweaks (like Čech's suggestion) must be made. Otherwise, we're going to continue seeing GKs get punished for these small, irrelevant things.
