Lots of people thinks it still comes down to colonialism
To be clear: Part of governor's role is reviewing the bill as it pertains to UN treaties. But it's hard to understand how the UK wouldn't have foreseen this becoming a bigger issue than it needed to be had they answered specific questions much sooner.
We learned this week: FCDO & Home Office have been studying this bill for months. A surprising revelation for something this uncontroversial. What is this 1968?

Result of that lengthy study: The UK and BVI must negotiate a binding MOU to transfer narcotics licensing authority
So monthslong review by powerful people in the UK evidently/probably concluded the bill does NOT violate any UN treaty (more on that in the future!) & risked destabilizing a democratic nation in the process.
Guess there isn't much going on in London?
Now on to the MOU talks.
Lots of implications for UK's other Overseas Territories.
Does this fiasco kill Bermuda's plan to legalize and regulate cannabis production/sales?
Will this revive calls among some OTs to empower their legislatures with the ability override governors who won't accent to a bill?
Lastly (probably) you have to ask yourself:

If the UK fumbles medical cannabis reform this badly for one of its Overseas Territories, can you imagine how hard it would be to get these kinds of reforms through for England itself?
