In numerous attacks on Stepanakert #Azerbaijan’s forces used inherently indiscriminate cluster munitions & artillery rockets or other weapons that did not distinguish between military targets and civilian objects, which is prohibited under IHL
Evidence relating to an attack on October 4 indicates that multiple strikes hit residential homes in less than a minute suggesting possible bombardment – treating the whole area as a military target – which is banned under the laws of war.
In addition to attacks on milit. targets, Azerbaijani forces attacked residential areas with inherently indiscriminate weapons & dropped aerial munitions & fired heavy artillery into populated areas that contained no apparent military objectives. Such attacks violate laws of war.

In at least four cases, Armenian forces attacked civilians or civilian objects in areas where there were no apparent military targets, which is a violation of the laws of war.
