How it is scam??
Because these layouts are approved by concerned by Authority bodies. as per rules present at that time

changing rules doe not mean old rules were no value and govt no value.

Now TRS Let state Govt made a GO to asking to legalise all plots(lacks of plots state wide) Pay Huge Fee and legalize
as per some sources some 2,50,000 Lacks applications received & more...

S.Govt asked to apply online with RS.1000 apply fee

Means 2,50,000 X 1000=25,0000000 cash received to treasury

For approval 50,000 to Lacks of rupees depending on plot size and area of plot(as per basic calc)

within 11 months as per various news papers suicides of farmers In State are 400+ and its going to be Hub middlemen suicide place.

If You really want to legalize for a good reason,
1) put a cut off

Date of Layouts made by a municipal/gram panchayats
2) that too... keep a minimal fee
3) keep it to a bigger size plots of >500Yards with cut off date
otherwise its clear funda of filling debt on dead bodeis TS middle class people
