CHEESE: an exchange of letters on tariff-rate quotas

(TRQs ➡️ duty-free/low duty on limited import quantities)

UK cheese is eligible for part of the EU quota to end-2023 then non-EU quota.

Unclear if this means unused parts of those quotas
