In #Athens, #Greece we have a pretty entrenched food delivery culture for several decades.

Each restaurant has its own delivery infrastructure with some owning the motorcycles and with most just employing people that use their own personal vehicles. $DASH 1/4

The only reason this makes sense here is that EVERYONE offers this service and thus the cost is baked in prices.

There where several attempts to centralize this but all failed except those currently trying. $DASH 2/4

The problem is that it makes to offer this only in densely populated areas in a 30 minute radius around the restaurant. Otherwise the food will not arrive in a good enough condition or fast enough for the customer's patience. $DASH 3/4

This cannot scale/centralize unless the participating restaurants in a locale are located next to each other, have the same area of service and have similar levels of traffic. Otherwise, it makes sense for some to offer higher quality delivery themselves. $DASH 4/4
