All of us support research. No country can progress without research especially in basic sciences.
The question is what kind of research a country can afford and can support. We cannot say that ALL research proposals be uncritically supported with public money.
That is not correct.
Research in fundamental particles are very expensive all over the world. (Research in mesons, muons, neutrinos etc ). A long tunnel is needed to eliminate all other forces to capture and study these extremely unstable particles .
Very few countries in the world can afford this. That is why it is often a multi country, collaborative http://research.Study  of fundamental particles is fascinating because it can throw more light on big bang and events before big bang. Beyond that there is no direct benefit
It may have spin offs like many researches do. But none funds a research for the uncertain spin offs. In the neutrino project, the scientists have clearly said that the fruits of their research belong to the world and not to any particular country.
In other words we can also learn about big bang and beyond, without having to be an active collaborator.
This project is not just expensive but drilling a hole in the hills near western ghat has its own huge environment issues.
Not only that : this area is semi arid and water scarce region. Huge amount of water (i forget the amount but i can look it up ) needs to be transported here while the surrounding areas parched.
Some researches are simply too costly to be undertaken now.
For example, the world has spent billions of dollars to realise that fusion reactors, though attractive in theory , is too complicated for energy production and hence the world is slowly veering away.
In my opinion, Neutrino research is like research in Brain Transplant.
Just because someone is doing that in Italy we need not waste our money on such researches. There are a thousand researchers in India working in areas like Advanced mathematics, theoretical physics, virology etc . All those can and should be actively promoted.
Richer countries can indulge in Neutrino and meson researches. We will get there when we can afford them.
