What's the relationship of this colonialist space ideology with capitalism? The very first goal of the space policy is to "promote and incentivize private industry" to make the US "the global partner of choice for international space commerce." It's space capitalism above all.
The word "science" appears 20 times in the new US Space Policy. The word "defense" appears 25 times.

The word "scientist(s)" appears 1 time.
The word "climate" appears 1 time.
The word "military" appears 6 times.
As I’ve said before, when we talk about space “in terms of manifest destiny, colonialism, and capitalism, we are projecting our shortsighted and violent colonialist ideologies from Earth out into the solar system and into humanity’s future in space.” https://www.sapiens.org/column/wanderers/alien-microbes-interplanetary-environmentalism/
