Virginia Gov Ralph Northam will announce new COVID-19 restrictions tomorrow. Northam says "mitigation measures will be nuanced and in line with our targeted, data-driven response."
Source familiar w/ the announcement says this will NOT be a lock-down/shutdown.

Northam has repeatedly said that IF new restrictions were implemented, they would likely be regional and not statewide. He's also stressed that they would target the specific settings where COVID is spreading, per contact tracing.
This is particularly interesting because we've heard week to week that the majority of the spread is in private, small family/friend gatherings - and not so much in gyms, restaurants, nor schools.
