My understanding is that if you live in a congregate housing setting such as a prison or homeless shelter and you do not have a high-risk condition that would qualify you for phase 1 and 2, you will be vaccinated in the same final phase with the rest of the general public.
Incarcerated people in Colorado were, in the initial state vaccine distribution plan, prioritized above the general public. In the state's new, revised plan, most incarcerated people are moved back to the final phase, which the governor last week signaled would happen.
