Looking at historical data on Oklahoma state questions. A few facts:

The last time an initiative petition received more than 60% was in 1990. SQ627 (established the Ethics Commission) and SQ632 (created legislative term limits).

In total, there have been 815 proposed state questions, 419 of which were initiative petitions. Of those, only 88 (21%) actually qualified for a ballot, and of those, only 25 passed. Here's the chart.

Interesting that only 58% of legislatively-referred state questions are adopted. Good reminder that just because the legislature thinks something is a good idea doesn't mean the public agrees with them. /3
All of this to say: the framers of our state constitution knew that, unfortunately, we cannot always trust the government to do the right thing, and therefore they gave us the right to petition our government as we see fit. /4
