The most important reason - Laws cannot be passed via ordinance route without any parliamentary scrutiny in a Parliamentary Democracy
Other reasons below

2) Land laws are already being reformed by BJP states diluting the Land Acquisition act removing restrictions placed on farm lands. Under these circumstances, what happens to contract laws with clauses of protecting farm lands?
Karnataka govt passed legislation to remove almost all restrictions on buying farm lands https://economictimes.indiatimes.com/news/politics-and-nation/karnataka-assembly-passes-amendment-to-land-reforms-act-makes-it-easy-to-buy-farm-land/articleshow/78336440.cms
Repeals Section 79(A) that sets a limit of non-agricultural income at Rs 25 lakh to buy agricultural land, Section 79(B) that bars non-agriculturists from purchasing agricultural lands, Section 79 (C) that deals with penalty for falsely claiming eligibility to hold agri land
3) The Electricity Bill has to be scrapped because of the way it tries to dilute states powers - from the Appellate Tribunals to the State Regulatory Commissions, nothing to do with Farmers agitations
