In a #ttrpg setting, where magic is mysterious and/or hated, and magic users are rare, as a GM you should NOT impose restrictions on players wanting to play magic users.
The justification for these restrictions is usually "its more inkeeping with the themes of the setting that few players are magic users"
Imo this is the absolute WRONG approach and a waste of this kind of setting

In such a setting, magic user's have a potentially super compelling and unique relationship with the world. By restricting players like that you are ysquandering that unique relationship and a valuable character and narrative hook/arc
If anything you should be ENCOURAGING players to play magic users in such a setting.
It makes for a far more compelling setup.

As far as im concerned the pcs are ALWAYS the exception to any thematic rules at play in any setting.
Pcs aren't your puppets as a gm. You have an entire literal world and everyone else in it to play with.
You don't need any more control than that.
