2, only certain types of plastics are recyclable.
In Malaysia, it's only practical to recycle plastic types 1, 2 and 5 - others depend on the availability of infrastructure, facilities and a market.

Biodegradable plastic isn't necessarily better - these plastics may need other, special conditions to decompose - if it's stuck between layers of trash in the landfill it will not decompose!
