When a government "passes a law" unilaterally without asking for inputs from stakeholders and people protest this by blocking railway tracks and roads because their objections were ignored or punished, it is the government which is to blame for the inconvenience, not protesters.
Because in all honesty, the process of reform cannot be a one-sided affair. And the burden of being civilised cannot be only on those at the receiving end of the government's policies. If blocking roads is not done, then nor is shutting down of Opposition's mics in Parliament.
If calling for a bandh is not done, then nor is making laws without taking feedback. If abusing the government is not done, then nor is abuse of power by the government. If destruction of public property by protesters is not done, then nor is use of tear gas and water cannons...
...against peaceful protesters. Democracy is more than just a word that we memorise in civics class to pass exams. That's how we got to a point where people are calling for the death of fellow citizens because they WANT to be treated as stakeholders. That's how we all lose.
