“The decision to include among other sectors outdoor dining ... really has to do with the goal of trying to keep people at home, not a comment on the relative safety of outdoor dining,” he said at a press briefing. https://www.politico.com/states/california/story/2020/12/08/judge-blasts-los-angeles-outdoor-dining-ban-amid-covid-19-surge-9424881
This is what I tried to articulate on the radio yesterday that I suspected their rationale was. We shouldn't have to articulate it ourselves or wait. If it's justifiable rationale, then proudly, clearly, make the case for it.
The order should have a clarity of message. "We succeed if you do not go out except for basic physical sustenance, self care or recreation." Rather than, or at least before, rambling through the slides and lists of restrictions.
I can't tell you how many people I've interacted with in the last few days who simply cannot remember all the rules and feel stress about it. They shouldn't have to remember all the rules, labels, tiers. Make it simple and rational.
All the restrictions (except for closing playgrounds) follow that one basic sentence: Do not go out except to get things you really need and take care of your body. Agree or disagree, that's much clearer and easier to comply with.
The entire program rests on voluntary compliance, except for some unique, high profile acts of enforcement. Everyone admits that, including actual law enforcement leaders. So put some effort into actually inspiring people. That doesn't happen if they don't get it.
