A few reactions to this appointment in real time. Full disclosure, I haven't fully made up my mind what I think yet, but maybe that will make it more interesting? Thread.

1. Admittedly, I was hoping President-Elect Biden would pick Michèle Flournoy. I think a female Secretary of Defense would be a really valuable symbolic choice, especially as sexual harassment claims in the military are on the rise.
2. That being said, systemic racism in the military is a huge issue & the lack of diversity in the officer corps is a national security threat. The military cannot be its best if it excludes people based on skin color, discourages their promotion, or doesn't cultivate diversity.
3. Austin's appointment is therefore a big step. Symbolic choices aren't just about optics, they often help facilitate reform and change. I hope Austin can do so for our armed services.
4. Additionally, it's very important that Black Americans have significant representation in the cabinet. As President-elect Biden noted in his victory speech, Black Americans are a central part of the Democratic Party, Biden's coalition, and the American story.
5. Furthermore, I'm heartened by what I perceive as Austin's willingness to support and invest in non-military solutions to international problems. The best way to keep our troops safe is to make sure they aren't the only diplomatic tool.
6. On the other hand, I had hoped Biden would appoint someone who wouldn't need a congressional waiver to serve. (Generals are supposed to have retired seven years before their appointment, Austin retired four years ago).
7. To be clear, there is no doubt Austin is qualified. If Mattis was deserving of a waiver, Austin is too. Period.
8. But the law requires a waiver for a reason and it's to protect civilian authority over the military. Which is a central tenant of our government and critical to protect (h/t to @KoriSchake and @DavidPriess for always helping me better understand this issue).
9. Norms have been attacked for the last 4 years, incl. increased politicization of the military. The best way to protect norms is return to the standard & boost the protection of those customs. There's no doubt Austin will test the military's commitment to remaining apolitical.
10. That being said, the most important criteria for a cabinet secretary is their relationship with the president and their ability to work together. This article demonstrates that @JoeBiden and Austin have that rapport. So to sum up, I'm just not sure.
