NO platform is all platform. Even if they moderate nothing and have no text, they used code to create the website. That's their speech. However, some sites are full publishers - no user comments or engagement. But no "platform" is all platform and 230 accounts for that
But when Twitter tweets from @Twitter, adds text to something, adds a warning label, it's ALREADY liable for all of that. 230 doesn't say any site must be publisher or platform. It doesn't define it that way. For the reasons I've explained.
