Interesting note about the GA election:
The runoff system, proposed by segregationist Denmark Groover, was adopted in 1964 after the US Supreme Court struck down the "county unit system."
The CUS, in use since 1917, allowed a white candidate to win office w/o the popular vote.

The CUS gave urban counties 6 votes, towns - 4 votes and rural counties - 2 votes.
This meant that GA's large black population could be districted into "rural counties" & their voting power minimalized.
In 1963 the US Supreme Court decided CUS violated "one person, one vote."

Denmark Grover worried that a "plurality vote" would allow a black candidate to be elected if the "white vote" was split among multiple candidates.
Standing before the GA House of Reps, he mused, "Negroes & ... special interests are going to manipulate this State & take charge."

His theory was that if the "white vote" was split by multiple white candidates and a black candidate made it into the second round, the white vote would rally around the remaining white candidate and "prevent the Negro block from controlling the elections."
GA lawmakers adopted Grover's plan for primary elections in 1964, & for general elections in 1966.
... It worked.

I bring this up b/c it's good to know the history that has led us to this point in time in GA elections.

Trump can scream that election was stolen, or that there were obvious signs of fraud... but the truth of the matter is that Biden won the state not BECAUSE of election fraud
