All right! Here we go! 157 new bills and resolutions introduced in the California State Legislature today! Let's unpack what's in here - I haven't skimmed em even so you're getting the first glance!
Starting first with the Senate. SB 1 is a bill from Atkins reviving her SB 1 from last session, which Gavin Newsom vetoed. Then a bill from Senator Bradford on police reform.
SB 3 through SB 12 seems to be the meat of the Senate housing bills. SB 3 from Caballero is first, and proposes to extend AB 3088 protections until March 31.
SB 4 requires some permit streamlining for internet stuff - doesn't look like a housing bill.
SB 5 looks like a new housing bond - interesting! I hope that they include state-owned housing in the bond financing.
SB 6 from Senator Caballero - housing in commercial zones, the return of SB 1385.
SB 7 - AB 900 extension and inclusion into housing projects, the SB 995 of last year.
SB 8 from Senator Skinner on the Density Bonus Law. No substantial changes proposed, but I will keep a close eye on this bill. Could be a return of SB 1085 from last year.
SB 9 - from Atkins, Caballero, Rubio, and Wiener. SB 1120 duplex rerun. This time coauthored by Assemblymember Robert Rivas, who championed the bill in the Assembly! Glad to see the houses coordinating a bit here.
SB 10 - Senator Wiener's SB 902 rerun to make it easier for local governments to rezone themselves.
SB 11 from Senator Rubio but not the rest of the Senate housing working group. This one requires a stakeholder group of experts to convene to identify ways to fix fire insurance. This is a huge issue for people living in wildfire areas.
SB 12 from Senator McGuire, coauthored by Senators Atkins, Caballero, and Dodd. Also not a housing working group idea. Would require wildfire planning in the housing element process. Interesting. Also bans housing production in wildfire areas, probably including ADUs/rebuild...
SB 13 is local agency thing - not a clear housing nexus, but I will reread all these later.
SB 14 is school thing. Also not housing. Looks like SB 3, and then SBs 5 through 10 are the core of their bills.
Senator Portantino has SB 15, which is a return of a bill he had last year to spend state money paying local governments to allow housing in their commercial zones when big box retailers go out of business and convert to housing.

SB 44 from Senator Allen would further streamline transit projects in CEQA. I kind of don't understand why we streamline these every year when we could just do a categorical exemption for them. Do people really think CEQA is needed for transit projects?
Senator Stern has SB 55, a reintroduction of a bill he had last year to end all housing projects in very high risk wildfire zones. My read is that this disallows rebuilds. It certainly disallows ADUs, duplexes, etc, trumping all state action to make these places more inclusive.
Senator Stern also has SB 63, which changes defensible space rules for housing in wildfire areas.
SB 68 from new Senator Becker is a spot bill on building decarbonization. Interesting. I'll watch this one too.
SCA 1 from Hertzeberg - a good response to the opponents of Prop 25 (Hertzberg's SB 10 was repealed). This would switch referendums' voting. Now, if you want the Legislature's bill to pass, you have to vote yes., vice versa. It's counterintuitive. This would flip it.
Ope missed one, SB 64 from Senator Leyva would extend relief to Mobilehome residents. This one looks great. Prevents rent increases evictions, all sorts of stuff.
Missed another. SB 51 from Senator Durazo. Honestly this is way too complex for a tweet. Basically, it provides an alternate route for selling state-owned housing in LA that will be more direct and certain.
On to the Assembly!
AB 15 from Asm Chiu would extend tenant protections through the end of 2021. This will no doubt be the biggest bill of the next few months. Good luck, Assemblymember!
AB 16, also from Asm Chiu. Spot bill on a similar topic as the above. Will watch that one.
Hahaha holy shit, Assemblymember Alex Lee's AB 20 would prohibit any candidate for elective office from receiving a contribution from a business entity, and a business entity from making a contribution to a candidate for elective office. Love to see him come out swinging.
Bunch of use of police force bills in here. A lot related to unemployment insurance. Both are important themes from the last 12 months that didn't get fully addressed last session.
AB 27 from Asm Luz Rivas would require schools to identify and then help students experiencing homelessness. Interesting. Looking forward to seeing how this develops.
AB 30 from Asm Kalra hahahaha. This rocks. It's just a spot bill now, but it looks like a response to a Palo Alto City policy that doesn't allow outsiders to use parks there, or something like that. I love it when the Legislature establishes reasonable standards on bad people!
Asm Friedman's AB 43 on speed limits and the state's Highway Design Manual. I LOVE to see a good MUTCD bill. Excited to see where this one goes.
Interesting. AB 49 from Asm Petrie Norris. This would adopt a recommendation from the State Auditor in that blistering audit they just released. Would consolidate two of the main affordable housing funding granting bodies, for lack of an easier explanation.
AB 53 from Asm Low would make Election Day a holiday, fuck yeah
AB 59 from Asm Gabriel on fees. Would require local governments to post fees sooner and have them published for longer before they can act on them. Honestly needed. Very cool.
Hey there, we got a @jdcmedlock alert. AB 65 from Asm Low would adopt a state UBI in California.
AB 68 from Asm Salas is a spot bill on responding to the auditor's report as well. Glad to see this. Watch this bill for some really good stuff.
AB 71 from Asm Luz Rivas would create a statewide homelessness solutions program and fund it with $2.4 million. That's her second homelessness bill on this list! Glad to see that focus.
Assembly Joint Resolution 1 from Asm Kalra and all the extremely correct folks below would ask the federal government to abolish ICE. Hell yeah.
Probably missed some stuff, but that's it for tonight! The TLDR: the Assembly is very focused on tenant protections right now and on longterm homelessness interventions. The Senate is focused on housing production and has a proposal on tenants' rights. A comprehensive view.
I was hoping for a few more proposals from both houses tonight but I am relatively content with these. With everything going on, I will give them time! They have until end of Jan to get the bulk of their ideas in.
