Genshin is a gacha game. People will spend money on it to various degrees. I think it is fair for people to warn others not to whale if ZL is underwhelming and bugged.
If ZL is underwhelming then the community will find a way to make it work. This is true to every character.

But it is valid to warn people that ZL is weak rn and is bugged so don't pull him rn.

Let's try a case.
There are people who can play well and literally dodge everything just with i-frames. These people will obviously think ZL is underwhelming.
But people who are not mechanically great or is playing on ping or whatever the reason of their lack in performance, -

WILL love his tankiness. Shields will help them a lot. The petrify effect will buy them a bit of time.

The scalings on his basic attacks are weak.
His motion value is right under Xiangling.
The energy orb generation from his pillar is currently bugged.
His ult is very spammable.
His shields can save 1 or 2 mistakes of not dodging in floor 12.

So we know that he is more pushed to be a burst support than a phys dps. Ning outdps him so he can't replace her BUT he will SIGNIFICANTLY help fill the gaps when her skills are down by dumping his ult.
The problem is : it's not enough. He is just an ult bot currently.

Is he a good one? On face value, YES.
But it's hard for him to compete against Xingqiu's ult or Bennett's ult or Venti's ult.
He is a five star. He is not easy to get. He should at least perform as good as or better than Bennett and Xingqiu.
