Called temple of democracy,the Vaikunta Perumal Temple in Uthiramerur,is proof of how the mighty Cholas fairly http://ruled.It  is known for the inscriptions indicating the democratic practises of electing representatives for the village bodies
The process of democratically electing the local representatives is called Kudavolai (ballot)during the regime of Parantaka Chola (907-55 CE).The system mentions about how to hold elections to village assemblies, constitution of committees, removal of errant office bearers,etc
Built in the Dravidian style,where Bhagwan Vishnu is worshipped as Vaikunta Perumal and his consort Lakshmi as Anandavalli. The temple was originally built by Pallavan, with later additions from the Chola. Temple has been declared a heritage site and is looked after by the ASI.
