The gang enhancements thing in particular is jaw-dropping. They provided such an incentive for law enforcement to label folks as gang members and officers have had such latitude to determine what constituted gang affiliation that they absolutely needed to be addressed...
But I can't imagine the chaos this is causing within the gang units right now.

It's not that these proposals are so radical, but if the intent is to make real structural change, it has to be about more than just revisiting sentencing. It has to be about revisiting the narratives about the perpetrators and even the pass given to how they were engaged.
The potential labor intensiveness of *that* is mindboggling.
