With the NDAA authorizing a Pacific Deterrence Initiative, good time to look back at the long path to get to this point. https://www.defensenews.com/congress/2020/12/03/compromise-defense-bill-confronts-a-rising-china/
The idea was first raised 5 years ago in a hearing: "While the department has initiated a European Reassurance Initiative in Europe, it is clear to me that a similar Asian reassurance initiative should be considered." -McCain, February 2016 https://www.armed-services.senate.gov/imo/media/doc/16-15_02-23-16.pdf @dustinrwalker
McCain then included the concept in his FY18 defense budget/strategy document. https://www.reuters.com/article/us-usa-asia-mccain/mccain-proposes-7-5-billion-of-new-u-s-military-funding-for-asia-pacific-idUSKBN15802T
Without support from the Carter or Mattis Pentagon's, the idea withered for several years until Secretary Esper was confirmed and Senator Hawley decided to push it publicly again. https://www.defensenews.com/congress/2019/11/15/us-senator-talks-foreign-policy-reset-and-a-clear-and-present-danger-from-china/
Earlier this year Chairman Inhofe and Ranking Member Reed joined forces in a bipartisan push for the concept.

Congress has taken steps to elevate the idea and direct new funding, but it will only be as successful as the EDI if the Pentagon embraces it as a useful tool and builds it into the annual budget process. This should be a central focus for upcoming SASC nominees.
