Landlords aren't less greedy in Texas. Texas real estate markets aren't less financialized.

So something else is *clearly* going on here.
This isn't to say we should spend *less* on unhoused services/ housing. We should spend more! California is so deep in the hole we will need to devote a ton of funding to get people off the street.

But make no mistake, this funding is only necessary because CA failed elsewhere.
