In 1977, Singapore's fertility rate fell below replacement. In a 1983 National Day speech “Talent for the Future” LKY pointed out that women with degrees had lower fertility than those without and drew attention to he dysgenic consequences of this:
In the 80s, the government tried various incentives. A S$10,000 payment for uneducated women with two children to be sterilized (which was soon abandoned). Tax breaks for graduate mothers. Men favored for admission to university, because male graduates became fathers.
