I found this amazing story in former IRGC Minister Mohsen Rafighdoost’s memoirs of the beginning of the Assad-Tehran relationship in the 80’s, when arms flew from Damascus to Tehran:
“We were under an economic embargo, and a full military one.. I went to Hafez Assad..”

“I asked for his help. I told him that we are under a full economic-military embargo, and that I face problems in procurement for our needs.. If we buy, we cannot transfer it to Iran. We have a particular problem in the air…”

“Assad agreed. I had a big storage facility in the Damascus airport. Everything we needed, all the parts that were in demand, everything we wanted — We bought it around the world and placed it in that storage. Then we sent planes from Tehran, for it to be loaded and carried”
