He does so in spite the fact that the Durham investigation has ONLY charged one person--based entirely on evidence obtained by Michael Horowitz--in the span of time that Mueller had indicted around 36 people and spun off 14 more referrals.
For those asking, March 18, 2021 will be the day when the Durham investigation will have gone on longer than the Mueller investigation.

Oh, and have I mentioned that Paul Manafort very kindly reimbursed the US Treasury to cover the costs of his own prosecution and that of the other 33 people charged?
Mueller considered the Manafort forfeiture when they signed the plea deal w/him (even though they knew he was still secretly talking to co-conspirators). It's one reason they were willing to do the deal -- bc he wouldn't get the $$ back.
