OPD uses OT to approximate number of cops they had before personnel cuts 11 years ago is real story here. Council pretends shock by OT overages, but won't plug the leak because they'd have a paper budget 10s of millions higher. Afraid of the mainstream backlash if they don't
This logic is also why Defund failed at the legislative level. There were dozens of vacant police positions to freeze for extra revenue, but OPD ALREADY uses the cash over-budget from those to backfill some of the OT. Otherwise, it'd be even higher.
The City checkmates the Council with these facts whenever the Council tries to reduce overtime, daring CMs to drop the pretense and really do on paper what they allow to be done unofficially. And CM's always balk.
