There is no human capital there. The competent blacks there, and we're talking the ones who just break 100 IQ will always defer to foreign bribes because how do you go about enacting protectionist policies and industrializing people who didn't even have the wheel?
You have a fundamental belief these populations can somehow flourish if they just enacted some centralized planning, this isn't East Asia which basically had human capital but due to spatial IQ and hierarchical thinking maintained feudal societies well into the 20th century.
