In the latest defense bill/NDAA, conferees rejected an amendment by @TulsiGabbard that would’ve conducted impact assessments on sanctions. Instead, Congress will continue to use these tools at increasing rates w little regard to their impacts on civilians, & US/global security1/3

The USG stopped aid to North Koreans for a period in 2018 and their stated reasoning was worry over our monitoring & evaluation. Humanitarian orgs have those procedures in place.
